The MPPT regulator uses an internal converter to adjust the V-A characteristic of the current source-solar panel to be optimal for battery charging.
Thus, it can utilize the energy from the solar panels much better than the PWM controller, which regulates charging only by pulse limiting the direct connection between the solar panel and the battery, where the pulse width is proportional to the state of the battery being charged.
In other words, the MPPT regulator can generate the ideal voltage and current for charging the battery from a higher voltage and lower current source.
For example, from 30V and 5A it will generate about 15V and 10A.
The V-A conversion efficiency is usually above 95%, so losses are minimal and the regulators can usually be adapted to different types of batteries to provide the most optimal charging.
